Paul T. Williams Jr. is Counsel in Arent Fox’s New York office.
Prior to joining the firm, Paul was the President/CEO of DASNY (the Dormitory Authority of the State of New York), one of New York State’s economic development agencies and the nation’s largest conduit issuer of municipal bonds. DASNY issues bonds for state-supported capital projects and related services as well as for independent higher education and healthcare institutions. In addition, DASNY also builds multi-purpose projects cross the State, boosting local economies and businesses. As President/CEO, Paul directed over 500 employees, oversaw over $30 billion in bond issuance and expended over $6.3 billion on construction projects. Paul served under two Governors, including current Governor Andrew M. Cuomo.
While in government, Paul was a chief proponent of the use of public/private partnerships (P3s) to deliver large scale social infrastructure. He championed a proposal to build a new State public health laboratory complex as a P3 project, including crafting authorizing legislation, undertaking a value for money study and conducting a market sounding. He continues to promote alternative project delivery methods and actively advises clients and participates with teams on Requests for Proposals or direct inquiries concerning P3 project delivery.
Paul notably served as chairman of the Task Force to Increase the Utilization of Minority and Women-Owned Business Enterprises in State Debt Offerings from 2008 to 2010. His efforts led to new legislation, and corresponding policy and practices, that significantly expanded opportunities for minority and women owned firms to compete in State procurements. His experience and relationships with the State’s compliance apparatus gives him unique capability to assist firms in need of advice in regard to all aspects pertaining to the utilization of minority and women-owned business enterprises (MWBEs) in state procurements.
Paul’s many years of experience working closely with government and business leaders in New York provide insights often helpful to clients and a resource of long term relationships.
Paul previously served as a partner at two law firms, including a firm which he co-founded. In addition to his work at Arent Fox, he is a principal in an infrastructure advisory firm and a Senior Fellow with The BDO Center for Healthcare Excellence and Innovation. As co-founder and past chair of the Eagle Academy Foundation, Paul helped develop and bring to realization the Eagle Academy initiative which is an innovative, award-winning education platform for inner city boys.
